Because Chaos is always a Bloody mess hahaha... No but seriously Chaos can control blood after his war ability kicks in. It's basically an inert power that lies within the user until a certain age and trigger is set. Say if you can move water and you over use it in a fit of pure rage this can trigger enough of a pulse for the war power to consume the person and if not properly restrained then that person can go mad with accidents until they can calm down enough and feel their new power and control it better.
